Dear Colleague:

I would like to invite you to a seminar on October 19 with
Ashot Ghoulian, the chief foreign affairs representative of
Nagorno-Karabakh. After a period of stalled negotiations,
the Foreign Ministers of Azerbaijan and Armenia held a
series of meetings earlier this year to explore new ways to
resolve the long-standing conflict over the Nagorno-Karabakh
region and surrounding territories of Azerbaijan. These talks
have led to discussion of a potential "hybrid" approach that
would incorporate elements from the opposing solutions
proposed by Azerbaijan and Armenia. Mr. Ghoulian's visit
offers a rare opportunity to hear and respond to a perspective
on the conflict resolution process that comes from Nagorno-
Karabakh itself.
